No regulator defines the term. Any brand can print it. What you can verify is narrower and more useful: whether the label names its aromatic ingredients, whether it discloses allergens, and whether it avoids the specific compounds that have drawn scrutiny.
This page is a checklist for doing that, including where the science is genuinely unsettled.
Under 21 CFR 701.3, US cosmetic manufacturers may list all aromatic components collectively as "fragrance" or "parfum." The exemption exists to protect formulation trade secrets and it is used almost universally.
The practical result: a bottle listing four ingredients where one is "fragrance" may contain fifty undisclosed materials.
The EU handles this differently. Regulation 1223/2009 requires 26 specific fragrance allergens to be declared individually when present above 0.001% in leave-on products. Canada, the UK, India, New Zealand and South Korea have comparable rules.
MoCRA, passed in 2022, directs the FDA to create a US equivalent. The statutory deadline for a proposed rule was June 2024. It has not been issued. Until it is, US disclosure remains voluntary.
The single most informative signal. A brand that names its aromatic materials, or publishes its EU allergen declaration, is telling you something. A brand hiding behind "fragrance" may have nothing to hide, but you cannot tell.
Ask directly. Brands selling into Europe already hold this data.
Diethyl phthalate, or DEP, is the phthalate most commonly used in fragrance, where it works as a solvent and fixative and as a denaturant for alcohol.
Be precise about the evidence here, because the marketing usually isn't. The strongest endocrine-disruption findings concern DEHP and DBP, which appear mainly in plastics and are largely absent from modern fragrance. Evidence specifically implicating DEP at cosmetic exposure levels is considerably weaker and remains contested among toxicologists.
A reasonable position: phthalate-free is a genuine and verifiable formulation choice, and treating DEP as established harm overstates what the literature supports.
Polycyclic musks such as galaxolide and tonalide are widespread fixatives. They bioaccumulate, and they have been detected in human tissue and in waterways. Regulatory bodies have reviewed them repeatedly without banning them.
The environmental persistence case is stronger than the human health case.
Not a toxicity question but a skin one. SD alcohol 40 is a solvent. Applied daily to the same patches of skin it strips sebum, which matters if you have dry, sensitive or eczema-prone skin.

Treat these as tiers.
Verifiable and meaningful: phthalate-free, alcohol-free, individually disclosed aromatics, published allergen list, IFRA certification.
True but low information: cruelty-free, vegan, paraben-free. Parabens are rare in fragrance anyway, so the claim costs nothing to make.
Meaningless: non-toxic, chemical-free, clean, natural. None are regulated. "Chemical-free" is not a coherent statement about matter.
Natural does not mean safe, and this is where most clean-fragrance marketing quietly misleads.
Many of the strongest known fragrance allergens are naturally occurring. Limonene, linalool, citronellol, geraniol and eugenol appear on the EU's 26-allergen list and occur in citrus, lavender, rose and clove oils. An all-natural essential oil blend can carry a higher allergen load than a synthetic formulation designed around them.
Bergamot oil is phototoxic unless the furanocoumarins are removed. Undiluted essential oils cause sensitisation. "All natural" is not a safety credential.
The useful question is not natural versus synthetic. It is disclosed versus undisclosed.
